0 Speed up TOR.

This is working like ~50% . With Tor , you know, you will never get high speeds, because of it's network topology.Max speed in 90% just won't get higher then 50kb/sec (which is enough for browsing,ssh,etc)

Anyway :

START->PROGRAMS->VIDALIA BUNDLE->TOR->TORRC
Make backup.
At end of config file paste :

CircuitBuildTimeout 5
KeepalivePeriod 60
NewCircuitPeriod 15
NumEntryGuards 8
