Restart and hold down the F8 key while it restarting.
Choose Safe mode with a Command prompt.
XP:
C:\> %systemroot%\system32\restore\rstrui.exe
W7:
C:\> %systemroot%\system32\rstrui.exe
This only works if you had system restore enabled.
